The Holy Spirit is Jehovah

2 Corinthians 3 v 15 But even unto this day, when Moses is read, the vail is upon their heart.

16 Nevertheless when it shall turn to the Lord, the vail shall be taken away.

17 Now the Lord is that Spirit: and where the Spirit of the Lord is, there is liberty.

18 But we all, with open face beholding as in a glass the glory of the Lord, are changed into the same image from glory to glory, even as by the Spirit of the Lord.

    In fact, 2 Cor 3:17 is rather the Unitarian gem of belief to knock off the Trinitarians. Now, the question is: where the Spirit is *not*?
    Is the Spirit still within the Moses’ veil, in the sins, in the devils?
    If yes, does every sinner get liberty as well?
    If no, does the Spirit not have any omnipresence he is supposed to own if he were divine?

    Or perhaps the Spirit also has his dualism? namely, having a hall of spirit and a half not spirit?

    You seem to be overly literal or treating the bible as a physics textbook.
    For example “the Spirit of God was moving upon the face of the waters”.
    So “where the Spirit is” would imply something like “where the Spirit is active” there is liberty.

    First, do you think there’s the Holy Spirit inside the devils, sinners, even in dead ones that do not breathe?

    Concerning the liberty, Jehovah has given a liberty to the Jews for long time ago. Hence, it is Paul’s anachronism and mistake, the Spirit is not the same Jehovah.
    Ps 119:45
    And I will walk at liberty: for I seek thy precepts.

    Jer 34
    8 This is the word that came unto Jeremiah from the LORD, after that the king Zedekiah had made a covenant with all the people which were at Jerusalem, to proclaim liberty unto them;15 And ye were now turned, and had done right in my sight, in proclaiming liberty every man to his neighbour; and ye had made a covenant before me in the house which is called by my name:
