Only Israel is elected: the Israel of the Old Covenant and the Israel of the New Covenant. God never elects the Arabs unless they come in as individuals through Jesus in to the kingdom of God the New Israel

Isaiah 45 v 4 For Jacob my servant’s sake, and Israel mine elect, I have even called thee by thy name: I have surnamed thee, though thou hast not known me.

5 I am the LORD, and there is none else, there is no God beside me: I girded thee, though thou hast not known me:

6 That they may know from the rising of the sun, and from the west, that there is none beside me. I am the LORD, and there is none else.

    After the first Temple was destroyed by the Babylonians, Jehovah reached out the election of saints to the Gentiles (as renewal covenant) via the words of Jeremiah, Isaiah and some minor Prophets, such as Habakkuk and Malachi:
    – Jehovah’s inclusion of the chariot of Arabian camels (Kedar, Nabit, Tayman).
    – Nebuchadnessar whom He called “my servant”.
    – Cyrus as “his anointed”.
    – Alexander as “great horned goat”, et cetera.
