The great empires of the world were all led by non-believers as biblical history teaches us. The believers never had a large empire to boast of. It was never the objective of the biblical God to establish an empire ruled by believers or for believers to have world dominion, as is the case in Islam. The biblical God gives world dominion to the heathen and not to the sons of God.
In ancient times it did not seem to be any different with the islamic deity Allah. No Caliphate was ever established in ancient history. Allah is Lord of the Worlds and he always gave worldly dominion to the infidel. Apparently he is quite happy to do this for thousands of years. For example Moses has Pharoah on the ropes and Allah sends him away in to the wilderness. Then all of a sudden Allah does an about-turn when Mohammed comes along. How can a human being change the policy of his creator to make him do an abrupt about-face and force his will to go in the opposite direction? Can a real immutable and all-powerful God undergo such a radical change of direction in his thinking? I don’t think so. In my view Allah never had a will of his own. He was always under the control of his prophet who saw the riches of the infidel world going to waste and thought it was high time to do something about it and put the world to rights.
